COME FROM
I’m a dedicated lifelong resident of Delaware County. Muncie Southside is my alma mater. My roots run deep in this community and my commitment to its well-being is unmatched.
Family means everything to me. Regina and I have been married for 37 years and together have built a great family. We are the proud parents of, James Jr. (36) and his fiancé Christina, and Jordan (35) and his wife Carly, and grandparents of: Carter (14), Christian (14), Carter (12), and the youngest, James Jr. III (5).
CAREER & POLITICAL EXPERIENCE
I’ve been an elected official in Delaware County for 16 years. I served 4 years on the County Council, 2 of which I served as president and 12 years as a County Commissioner, serving as President this year. Additionally, I have contributed 6 years as president of the Delaware County Redevelopment Commission board, actively participated in the Meridian Health Board for 1 year, and served on the Delaware Advancement Corporation Board for 3 years. I’ve served 4-years on the Delaware County Community Corrections Board and as a board member for the Muncie Police Athletic.
I have a passion for leadership and a rich history of community leadership. I have been on the Daleville Police Department for 25 years, including 16 as Chief and 4 years as Assistant Chief. I spent 5 years in the Delaware County jail division, offering a unique perspective on public safety and justice.

Throughout my career, working with others in our community, we’ve achieved some significant milestones and wins for our county. In my initial term, I successfully pursued reimbursement from 2 companies, ensuring our community received our money back. Our county is building a strong relationship with Italian and German manufacturers. The Commissioners have worked to bring 7 Italian companies to Delaware County over the past few years. This is partly due to us working together to take on our own Economic Development and having a proactive approach to potential investors and job creators in our county. Delaware County has recently beat out states like Ohio, South Carolina, Illinois, and Michigan for new business. Let’s keep the momentum going and the relationships growing! When we work together great things happen!
Our team has a proactive approach to economic development that involves direct outreach to manufacturing companies, understanding their needs, and strategically planning economic trips. Our efforts have played a pivotal role in various projects in Delaware County. There are two currently in progress that are very close to my heart. Notably, the Isaiah 117 project. This groundbreaking initiative focuses on providing extra care for children removed from their homes by CPS. Additionally, a new mental health facility addressing drug and alcohol abuse—an essential step forward for our community's well-being.
Most IMPORTANT
Commitment to our community goes beyond the political realm. Coaching wrestling, baseball, basketball, and football have all been a big part of my life. I find joy in a variety of activities, including horseback riding, golf, and quality time with my family. Most important is the time with my family. You will see me at all the grandchildren’s activities!
I have a passion for Delaware County, I have experience, dedication as a proven leader, and I am a results maker. I am ready to continue serving my community as Delaware County Commissioner, District 1.
